Van Hool is an independent Belgian manufacturer of buses, coaches, and industrial vehicles. The company, founded in 1947, is headquartered in Koningshooikt, Belgium.

The Need

In 2017, GLS was commissioned by Belgian bus manufacturer Van Hool to evaluate 7 specified sites already known to the company as potential locations for a new production facility in the United States. The seven sites brought to GLS were located in Georgia, Kentucky, North Carolina, South Carolina, and Tennessee. Upon review of available sites, an additional location in Alabama was added by GLS for consideration.

The Solution

After a desktop analysis, the GLS team visited sites in Georgia, Tennessee, and Alabama.  After detailed workforce research and incentive negotiations, Morristown, Tennessee was selected as the preferred location for Van Hool’s new bus production operation. Approximately $15 MM in incentives were negotiated that directly reduced operating costs and capital expenditures (does not include indirect incentives or income tax incentives).
