The Need
A part of the J.D. Irving Group of Companies and a division of Irving Consumer Products, Irving Tissue is a producer of bath tissue and paper towel products (flagship brands include Scotties and Royale). With its entire tissue production located in eastern Canada and in New York, product demand led Irving Tissue to expand its exising footprint into the southern United States. Irving Tissue engaged GLS in the fall of 2016 to lead the search for a location for its new tissue manufacturing plant.
The Solution
Due to a variety of logistics scenarios being considered, the GLS search began with eleven states under consideration. After conducting an initial qualitative screening of sites and a preliminary financial analysis, eight sites were selected for site visits. Over a two week period, the Irving and GLS team visited all eight sites in six different states. Following site visits, three sites were selected for further incentive negotiations and due diligence. After an indepth evaluation of costs, workforce, and site development, Macon, GA was selected for the new Irving Tissue production facility. In the summer of 2017 Irving Tissue broke ground on its new $400 million, 200 employee manufacturing facility. Though only one phase was committed to at the time of announcement, at least one to two more phases are likely.
